River Oaks has established a national reputation in telecommunications matters. The principals of River Oaks have had their work published, and are frequent speakers at regional and national NATOA, NLC, and state municipal league conferences and seminars. They speak on subjects such as PCS/Wireless Ordinances and tower siting issues, PEG programming, Telecom Ordinances, I-Nets, community and local government video, voice, and data applications of broadband communications networks, technology, cable TV, and other telecommunications issues. In addition, River Oaks personnel were featured speakers at the National League of Cities' seminars on local government issues emanating from the Telecommunications Act of 1996. River Oaks' primary business is the providing of I-Net, PCS/Wireless, cable, PEG, telephony, and other telecommunications consulting services. River Oaks provides expertise in numerous facets of telecommunications matters. During their professional careers, our principals have been involved with hundreds of franchise matters throughout the United States. Our professional experience includes work in large metropolitan areas, mid-size municipalities and rural communities. River Oaks has extensive experience in negotiating with telephony providers, cable MSOs, meeting and working with local government staff personnel and making presentations to Commissions, Boards and Councils. Additionally, because consulting on telecommunications matters is the core of River Oaks' business, the principals are very knowledgeable, and current on telecommunications technology services, governmental issues and regulatory matters. As such, they are regarded as experts by their peers. Mr. Thomas Duchen, Esq., President of River Oaks, has extensive telecommunications and cable experience.
Mr. Duchen is a 1978 graduate of the University of Virginia School
of Law and holds a B.A. from Tulane University. Prior to founding
River Oaks, Mr. Duchen practiced law as a corporate attorney.
Since the formation of River Oaks in 1987, he has worked on a
variety of issues throughout the United States. Mr. Duchen has significant experience
in negotiating on behalf of local governments on telecommunications issues, and is a frequent speaker at telecommunications
and cable seminars and conferences. tduchen@rivoaks.com Mr. Robert Duchen, Esq., Vice President of River Oaks, also has extensive telecommunications and cable
experience. Mr. Duchen, is a 1978 graduate of the University of
Virginia School of Law and holds a B.A. from Tulane University.
Mr. Duchen formerly served as corporate counsel to a number of
companies including Jones Intercable, Inc. Since the formation
of River Oaks, he has worked on cable and other telecommunications
matters, such as negotiating with telecommunications providers
and assisting local governments in assessing their future telecommunications
needs. Mr. Duchen has worked in a number of states throughout the
